While fulfilling the responsibilities of State law, SC Council of Engineering & Surveying Societies (SCCESS), by interviewing several candidates, the council made two nominations to the Governor to fill the two open seats on the Registration Board.
For the open Land Surveying seat, SCCESS , of which SCSPE is a member, decided that Mr. Gene Dinkins, PE, PLS is the most qualified applicant to fill the open Surveyor seat on the Board and is to be reappointed to another term.
Dinkins is a registered both as a Surveyor and Engineer and will serve both licensees as a member of the Registration Board. He has served on this board for some time as one of the two surveyor positions, and SCSPE thinks he will continue to fulfill his duty there. Dinkins is a SCSPE member, and we know he is a true professional. As a member of the South Carolina Society of Engineering and Surveying Societies (SCCESS), SCSPE endorsed Dinkins for the position.
For the second open seat vacated by SCSPE member,Theresa Hodge, PE, SCCESS and SCSPE nominated Mr. D. Mack Kelly , PE, PLS to the Governor for appointment. Kelly is registered both as a Surveyor and Engineer and will serve both licensees as a member of the Registration Board. He is a public employee which will give a different perspective on the board and makes it more diversified. After interviewing him, SCSPE knows he brings a level of professionalism that will serve this board well.
The primary function of the SCCESS is to make recommendations to the Governor for positions on the SC State Board of Registration for Professional Engineers and Surveyors. However, the Council also makes recommendations to the Governor for the engineering position on the SC Building Code Council and recently nominated an engineer to the Energy Independence and Sustainable Construction Advisory Committee.
Engineering and surveying organizations participating in the interviews for the nominations were the American Society of Civil Engineers SC Chapter, the American Council of Engineering Companies of South Carolina, The South Carolina Association of Structural Engineers, The South Carolina Society of Professional Engineers and the South Carolina Society of Professional Land Surveyors.
