Job Title:  Staff Engineer

Requirements:
1.  Education: B.S. degree in civil or mechanical engineering
2.  Five to ten years of in-depth experience in port, waterfront, or heavy construction
3. Registration as professional engineer is required
    Proven engineering skills in design and project management
    Excellent communication skills
4. Leader with demonstrated technical competence, practical experience, and successful project management

Supervisory Responsibility:
Functional supervision of contractors, consulting engineers, and construction inspection firms.  Without direct supervisory responsibility, provides leadership and direction to others with less experience.

Basic Functions:
Provides management of assigned projects with responsibility for all aspects of the project, from department of scope of work through design, construction, start up and acceptance.  Manages projects or parts of projects up to $10,000,000.  Requires moderate amount of supervision. 

Relies on experience and judgment to plan and accomplish goals.  Performs a variety of complicated tasks with a moderate degree of latitude.

Detailed Duties:

  • Coordinates with Operations, Maintenance, and others as necessary to develop a scope of work for the assigned project.
  • Obtains permits and approvals and conducts coordination as required with agencies and organizations outside the organization through orders or by direct involvement.
  • Schedules and conducts design reviews.
  • Sets project schedule and routinely advises of project status and updated schedule.
  • Estimates project cost and routinely reports status.  This includes explanation of deviations from estimates and projections of final project cost.
  • Provides project design, plans, specifications, and bid documents.
  • Administers the bid procedure, securing of bids, evaluation of bids, and selection and recommendation of successful bidder.
  • Coordinates and directs construction to assure compliance with contract documents by supervision of others or direct involvement.
  • Develops conceptual designs and order of magnitude estimates for proposed projects.
  • Makes recommendations for improving operations and service levels on the terminals.
  • Provides technical assistance to other engineers as necessary.
